5.0       RECIPROCAL BORROWING

In recognition of the Alberta public library community’s attempt to provide barrier-free, seamless access to libraries in Alberta, Viking Municipal Library endorses the reciprocal borrowing agreements as entered into by Northern Lights Library System.  Viking Municipal Library agrees to recognize the TRAC (The Regional Automation Consortium) cards and TAL (The Alberta Library) card.  Viking patrons will be informed of the agreements, and will be encouraged to visit their sister libraries throughout Alberta.

5.1       TRAC (The Regional Automation consortium) / TAL (The Alberta Library) Cards

The Alberta Library has issued TAL Cards (The Alberta Library Card) as a way to bring barrier-free access to all libraries in Alberta. Marigold, Northern Lights and Yellowhead Library Systems, as a part of a joint automation project issue TRAC (The Regional Automation Consortium) cards, with the approval of The Alberta Library.  These cards will provide patrons with access to most public libraries, college and university libraries in the Province.

5.1.1    Membership

a)         Viking Municipal Library will issue cards to patrons who are residents of the Municipality of Viking or Beaver County.

b)         TRAC or TAL patrons borrowing material from Viking Municipal Library will be responsible for any fines generated at the Viking Municipal Library.  TRAC or TAL patrons will also be held accountable for any lost or damaged items.

5.1.2    Extended Reference Services

a)         Viking Municipal Library patrons presenting a TRAC or TAL card at Viking Municipal Library are entitled to any extended reference services at  Viking  (Extended reference services may be defined as any question or query requiring the services of that library’s reference service provider). 

b)         Although the staff at Viking Municipal Library will make every attempt to assist a non Viking TRAC or TAL patron with a reference query, they are not entitled to a reference service.

5.1.3    Interlibrary Loans

a)         Viking Municipal Library patrons presenting a TRAC or TAL card at Viking Municipal Library are eligible for interlibrary loan services.

b)         Non Viking Patrons TRAC or TAL are NOT entitled to make use of the interlibrary loan services.  However, the information may be passed on to the patron’s home library, if so requested.

5.1.4    Viking Municipal Library shall not charge an additional fee for the issue of a TRAC or TAL card.

The TRAC card is the default library card.

5.1.5    When a patron from another library presents a valid TAL card plus one piece of identification, they will be issued a TRAC barcode, and will be expected to abide by the policies of the Viking Municipal Library for circulation and fines of the Viking material.

5.1.6    Borrowing Rights

5.1.6.1 Borrowing Limits

a)         Viking Municipal Library patrons taking a TRAC or TAL card to another library will be governed by the policies of the LENDING library with regards to the number of items which may be borrowed from that library.

b)         TAL patrons borrowing material from Viking Municipal Library shall be limited to 5 (five) books, no audio visual items.  TRAC patrons shall have same borrowing privileges as a Viking patron.

5.1.6.2 Circulation Periods

a)         TAL patrons are able to borrow print material for up to three (3) weeks.
